Electronic appeals from citizens

On 2 January 2023, the Law of the Republic of Belarus of 18 July 2011 No. 300-Z “On Appeals of Citizens and Legal Entities” (as amended on 28.06.2022) entered into force with additions and amendments. It provides for submitting electronic appeals to government bodies and other state organizations and receiving responses (notifications) via the state unified (integrated) republican information system for recording and processing appeals of citizens and legal entities (the appeals recording and processing system).

Users access the appeals recording and processing system via the website on the global computer network Internet at https://обращения.бел (the Internet site).

Appeals are left without consideration on the merits if they (or in cases where):

  • are not written in Belarusian or Russian;
  • do not contain the surname, given name, patronymic, and residential address (place of stay) of the citizen;
  • do not contain the full name of the legal entity and its registered address, as well as the surname, given name and patronymic of the head or a person authorized in the prescribed manner
  • to sign appeals (for legal entities);
  • contain text that cannot be read;
  • contain obscene or insulting words or expressions;
  • a repeated appeal is submitted if it has already been considered on the merits and does not contain new circumstances relevant to consideration on the merits.
